About Ryan "Chief Chops" Intchauspe

THE OATH NEVER EXPIRED: Driven by Results. Bound by Honor.

Ryan "Chief Chops" Intchauspe is the kind of man who doesn't wait for someone else to step up—he steps forward when needed. A 24-year U.S. Navy veteran and combat-tested leader, Ryan built his life on service, accountability, and results. From his earliest days as a Combat Search and Rescue Swimmer—one of the most demanding roles in the military—to his final years flying aboard the E-6B Mercury in Nuclear Command and Control, his mission was always the same: protect others, lead from the front, and never leave people behind. No excuses. No hesitation. That mindset defined his career, and it's exactly what he's bringing to Arkansas.

Why I'm Running

Where Ryan Stands

Priorities

Hunger

Food Insecurity

Arkansas ranks #1 in the nation for food insecurity.

In one of the richest countries in the world, families in District 24 are going hungry. Children are going to bed without dinner. Seniors are choosing between medicine and meals. This is unacceptable and fixable with proper policy and priorities.

Healthcare

Healthcare Access: A Crisis in Rural Arkansas

64% of rural Arkansas hospitals are at risk of closure within 6–7 years. 26% are at immediate risk. Arkansas ranks among the worst in the nation for maternal mortality.

ACHI specifically states that Arkansas has the highest percentage of vulnerable rural hospitals in the nation. When these hospitals close, some of the people in District 24 will have to drive 45+ minutes or more for emergency care, maternal care, and basic healthcare.

Education

Education: Fiscal Incompetence & Privatization Schemes

Arkansas ranks near the bottom nationally in education funding.

Now Governor Sanders is asking for an additional $32 million for the LEARNS Act because Republicans failed to budget properly. Next year it'll be more. This is fiscal incompetence that will bankrupt the state. Meanwhile, $118 million goes to private school vouchers with zero accountability while public schools get squeezed.

Economy

Working Families: The Economy That Works for Everyone

People in District 24 are working 2–3 jobs and still can't get ahead.

Wages are stagnant. Costs are rising. Politicians in Little Rock give tax cuts to corporations while working families struggle.

2nd Amendment

Second Amendment Rights

Ryan is a 2nd Amendment advocate, gunsmith, and constitutional rights believer.

He's not running to take anyone's guns. He's running to defend constitutional rights while also defending the right to healthcare, education, and a living wage.

Day One

Ryan Will Be Ready on Day One

On Day One, Ryan will work on legislation to address these issues and more.

01

Gas Price Gouging Protections ~ No Emergency Required

Right now, Arkansas price gouging law only protects you after the Governor declares a state of emergency. Tornado, flood, disaster … then and only then does the law kick in. That means oil companies posting record profits while you watch that pump click past $80, $100 on a regular Tuesday? Completely legal.

Several states have already fixed this. I will file legislation to expand Arkansas price gouging protections to cover fuel price spikes above a set threshold. No disaster declaration required. If the price jumps beyond what the data shows is reasonable, the protection kicks in automatically. Working families in District 24 fill their tanks every week. They deserve the same protection whether there's a tornado or not.

Nobody in Little Rock has pushed for this. I will.

The Issues

Where We Are vs. Where We're Going

Select an issue to see the current challenges facing
District 24 and Ryan's proposed solutions.

Current Reality

Government Overreach Is Silencing Your Voice

  • The Governor tried to limit your right to petition the government

  • A constitutional amendment brought by the people to stop a billion-dollar prison was kicked off the ballot — after voters rejected it five times

  • Your 2nd and 4th Amendment rights are under constant pressure from government interference

  • Medical decisions and personal privacy are being encroached upon by the state

  • Without self-autonomy, no other issue matters — individual liberty is THE issue

Ryan's Plan

Defend Every Constitutional Right — No Exceptions

  • Ryan carried a pocket Constitution in uniform for 24 years — he is a strict Constitutionalist

  • Protect your right to petition government and put constitutional amendments to a fair vote

  • Defend your 2nd and 4th Amendment rights without compromise

  • Fight government interference in medical decisions and personal privacy

  • Every person deserves full control over their own life — Ryan will make individual freedom THE priority in Little Rock

"You make too much sense and I believe that you were a man of his word. I'm registered as a Republican, but you have my vote. The little man has been getting bent over the barrel far too long."
